§ 23-104 PARKING FEES GENERALLY.
   The fees required to be deposited in coin boxes and to be collected for issuing parking passes as provided in this article are hereby levied and assessed to provide for the proper regulation and control of traffic upon the public streets and in parking zones; for the cost of the supervision and regulation of the parking of vehicles in parking zones; for the cost of purchasing, leasing, acquiring, installing, operating, maintaining, supervising, regulating and controlling the coin boxes and parking zones described herein, or such other facilities as are now or may hereafter be authorized by laws of the state; for the cost of issuing, supervising, regulating and controlling the parking passes; and for the costs authorized by the lease from the METRA/Union Pacific Railroad companies of land for a daytime parking zone.
