(a) Whenever any vehicle shall have been parked in violation of the provisions of any ordinance prohibiting or restricting parking, the person in whose name such vehicle is registered shall be prima facie responsible for such violation and subject to the penalty thereof.
(b) For the purposes of this section, it is the intent of the president and board of trustees of the Village of Glencoe that vicarious liability shall be imposed upon the registered owner of the vehicle and it shall not be a defense that someone other than the registered owner was in control of the vehicle when the violation occurred.
