No driver of a vehicle shall turn such vehicle to the left upon any street in the business district for the purpose of standing, stopping or parking along a curb on such street regardless of whether parallel or angle parking is otherwise permitted, and no driver of a vehicle upon any other street shall so turn such vehicle unless such movement can be made in safety and without interfering with other traffic.
