§ 23-75 RECKLESS DRIVING.
   (a)   Any person who drives any vehicle with a willful or a wanton disregard for the safety of persons or property is guilty of reckless driving.
   (b)   It shall be unlawful for any person to commit an act of reckless driving within the village.
