(a) No driver of a vehicle shall turn such vehicle to the left upon any street in the business district for the purpose of proceeding in the opposite direction or for the purpose of standing, stopping or parking on such street.
(b) No driver of a vehicle shall turn such vehicle to the left upon any street outside of the business district for the purpose of proceeding in the opposite direction or for the purpose of standing, stopping or parking on such street unless such movement can be made in safety and without interfering with other traffic.
