After payment of the fees provided for in the preceding section, the village shall issue the license required by this article for a motor vehicle and shall deliver to the licensee a sticker or metal plate which shall bear a number and the year for which such license is issued. It shall be the duty of the licensee to attach such sticker or plate in a conspicuous place on such vehicle. In the case of any vehicle having a windshield, the licensee shall attach the sticker to the lower right-hand corner of the windshield in such a manner as to be easily read from the outside. Any person carrying a sticker or plate on his or her vehicle shall keep the same clear of dust, mud or other material so that it can be seen plainly at all times.
