(a) The village manager shall have authority to declare any street or part thereof a play street and shall cause to be placed appropriate signs or devices in the roadway indicating and helping to protect the same.
(b) The village manager shall also have authority to establish zones of quiet in streets adjacent to hospitals or elsewhere whenever in his or her judgment such quiet zones are necessary for the welfare of inmates of such hospitals or others and shall cause to be placed appropriate signs designating such zones as zones of quiet.
