§ 23-31 IMPOUNDING.
   In addition to or in lieu of the penalties provided by this code, any person who commits a violation of this article may be punished by the impounding of the bicycle used in committing any such violation for a period not exceeding 30 days. Such impounding shall be at the discretion of the chief of police.
