(a) No owner or occupant of any building shall install, operate or maintain a public elevator without having been licensed to do so. Every person installing, operating or maintaining an elevator shall annually pay a license fee as set forth in the village’s Comprehensive Fee and Fine Schedule.

(b) The term
PUBLIC ELEVATOR shall mean any device used for transporting one or more persons from one floor of a building to another floor of a building, excluding stairs, escalators and chairlifts or elevators in single-family residences.
