(a) No person shall conduct or operate an ice cream parlor in the village without having first obtained a license therefor. Applications for licenses shall be made in writing to the village manager and he or she shall cause an investigation to be made into the character of the applicant. No such license shall be issued to any person who is not a person of good character.
(b) The annual, weekly and daily fee for a license for an ice cream parlor shall be as set forth in the village’s Comprehensive Fee and Fine Schedule. No license shall be issued except upon the payment of the fee; provided, that an establishment licensed as a grocery store or a restaurant serving ice cream in connection with such business shall not be required to pay an additional fee for such license.
