§ 22-19 GROCERY STORES.
   (a)   No person shall operate or conduct a grocery store in the village without first having obtained a license therefor. The annual license fee for a grocery store shall be as set forth in the village’s Comprehensive Fee and Fine Schedule, and no license shall be issued except upon payment of the fee.
   (b)   The term GROCERY STORE as used in this section shall be construed to mean any establishment for the retail sale of butter, cheese, vegetables, meat, fruit or other provisions intended for human consumption; but any licensee under the provisions of this section may engage in the retail sale of milk without securing an additional license therefor; provided, that all the provisions of chapter 21 relating to the quality, care and handling of milk are fully complied with.
