§ 22-4 ISSUANCE OF CERTAIN PERMITS WHERE APPLICANT INDEBTED TO VILLAGE.
   No permits shall be issued by the village or any of its officers or employees for the construction, alteration, repair, removal or placing of any building or structure, nor for the installation of any sewer or water pipe, upon or for the use of any premises upon which there shall exist any unpaid forfeited taxes or special assessment, and it shall be incumbent upon the applicant for the issuance of any such permit to duly satisfy the village manager, by filing a proper certificate therefor, or otherwise, that any such property or premises, for, upon or relating to which any such permit is required or requested, is then fully and completely free from any such forfeited taxes or special assessment.
