In case the provisions of this code or other village ordinances require an investigation into the character of any applicant or into the premises to be used, the village manager shall cause such investigation to be made, except where it is otherwise expressly provided. The officer or employee making any such investigation shall return a report as soon as possible, giving the results of investigation. No license or permit shall be issued unless the village manager is satisfied that all the requirements of this code and other ordinances of the village have been complied with.
