Representatives of the health officer, after proper identification, shall be permitted to enter any retail food store or food service establishment at any reasonable time for the purpose of making inspections to determine compliance with this division. The representatives shall, upon written notice, be permitted to examine records maintained in the retail food store or food service establishment (or other location) to obtain information pertaining to the source of food and supplies in the establishment when deemed necessary for the enforcement of this division.
