The health officer shall carry out programs of community education relating to those illnesses for which effective artificial immunity can be induced to the end that such a number of the inhabitants of the village will cause themselves to be immunized as to prevent the entrance of such preventable illness into the village or to minimize the likelihood of an epidemic.
