(a) It shall be unlawful for any person to neglect or refuse to supply, install, inspect, test or maintain in operating condition any smoke detector as required by this article.
(b) It shall be unlawful for any person to tamper with, remove, damage, destroy, disconnect, remove the batteries from or render inoperable any installed smoke detector, except in the course of installation, inspection, testing, maintenance or replacement of such detector.
