§ 9A-4 ALARM SYSTEM REQUIREMENTS.
   No alarm user permit shall be issued for any alarm system that:
   (a)   Consists, in whole or in part, of an oscillator system;
   (b)   Is not equipped with a delay mechanism on all ingress and egress doorways that allows at least a 30-second delay before the annunciation of an audible alarm or the transmitting of a message or signal to the department of public safety; provided, however, that no delay mechanism shall be required for any fire or medical emergency alarm component of an alarm system;
   (c)   Consists, in whole or in part, of a direct dialer unless such alarm system includes:
      (1)   A line seizure mechanism capable of seizing the alarm user's telephone line and dialing a specific, designated telephone trunk line at the department of public safety; and
      (2)   An automatic cut-off mechanism that deactivates the system after a signal or recorded message is communicated to the department of public safety no more than three times for each alarm occurrence.
   (d)   Includes an outside ringer unless:
      (1)   Any audible sound emitting from such outside ringer is not similar to emergency vehicles of the village or any other audible village alert system; and
      (2)   Is equipped with an automatic cut-off mechanism that permits deactivation within 15 minutes of the initial alarm.
