All excavations shall be safeguarded and protected by the persons causing the excavations to be made with sufficient barriers or fencing and warning signals or lamps as may be necessary and appropriate under the circumstances to avoid all danger to life or limb. No such excavation, barrier or fencing shall prevent safe passage of pedestrians and vehicles on adjacent public sidewalks and streets. No such excavation, barrier or fencing shall obstruct any public street, sidewalk or parkway unless a permit therefor is first obtained in accordance with article IV of this chapter.
