Each applicant for a grade change permit shall submit to the building commissioner a completed application in such form and number as the building commissioner shall from time to time determine are necessary. Such application shall include drawings and plans, at a scale of not less than one-eighth of an inch to the foot, showing existing grades and proposed grade alterations and a report from a licensed engineer stating that the proposed grade change will not violate the provisions of § 9-87A. An application for a grade change permit may be filed in conjunction with any application for building permit required by article II of this chapter.
