Fences must be erected so that a smooth or finished side of the fence faces the street or adjoining property, and any rough or unfinished side of the fence, including the posts and all other supporting members of the fence, faces the fence owner's property. This section will not apply to a fence on a lot in a residential district located on a lot line that separates the residential lot from a lot in a business district or from a railroad right-of-way. In addition, the director of public works may waive this requirement upon a determination that there would be no adverse impact on adjoining property.
