Such application shall be submitted to the village manager for his or her approval. If the same shall be approved by the village manager or the director of public works, a permit shall be issued in the name of the village. It is a condition of all applications and permits issued under this section that the work undertaken pursuant to the permit shall be done only upon directions and specifications that have the approval of the village manager or director of public works.
