No person shall construct or cause to be constructed a private swimming pool with a capacity of 2,500 gallons or more on any lot or premises within the village without first obtaining a permit from the director of public works. A written application for such permit shall be filed with the director of public works and shall be accompanied by plans and specifications sufficiently detailed to enable determination of compliance with the requirements of this article.
