No person shall be permitted to move any building unless the director of public works determines that the work proposed to be done is in accordance with this code and all ordinances of the village in force at the time of the moving of the building; that the bond and public liability insurance has been furnished in accordance with § 9-61; that the necessary building permits for the new foundation and other building improvements for the building when located at the new site have been applied for and issued, and further that the work proposed to be done will not be detrimental to public safety and welfare or damaging to village property or private property.
