Permits for the removal or transportation of buildings or structures may be issued by the director of public works upon application of any person and payment of a fee of $15 plus $5 per room in addition to one room. Upon receipt of the fee required under such application and compliance with the other provisions of this code, a permit shall be issued by the director of public works for the removal or transportation of such building or structure over and along such streets or thoroughfares or routes as shall be determined to be proper and requisite in such case by the director of public works.
