(a) In case the director of public works or other building officer finds any building or part of a building in such condition as to endanger life, or liable to cause serious accident, and that such danger may be averted by the immediate application of precautionary measures, such officers, or any of them, shall have and exercise the power, without the preliminary direction of the board of trustees, to take such precautionary measures as in his or her or their opinion may be necessary to render any building or part thereof safe; provided, that the owner, lessee, occupant or agent of such building refuses or neglects to take such precautionary measures after being notified to do so by such officers or any of them.
(b) The decision and order of the officers or any of them shall be absolute and final.
