(a) The connection between any building sanitary sewer service pipe or any building storm sewer service pipe extending to a public sewer shall be constructed with Schedule 40 or SDR 26 PVC pipe or other material as approved by the director of public works. Any building sanitary sewer service pipe outside a building shall have a diameter of not less than four inches, and any building storm sewer service pipe outside a building shall have a diameter of not less than six inches.
(b) All work in the construction of any building sanitary sewer service pipe and all work in the construction of those parts of any building storm sewer service pipe lying within the public streets shall be done by a plumber, licensed by the state and bonded.
(c) Wherever practicable, a building sewer service pipe shall connect with the public sewer by means of "Y" junctions in the public sewer left for such purpose. If such a "Y" junction is not available, a core cut may be made in the public sewer for the building sewer service pipe connection using a saddle connection in a manner satisfactory to the director of public works.
(d) Direct connection of a building sewer service pipe to a manhole or catch basin on the public sewer is prohibited, unless the written permission of the director of public works is first obtained.
(e) In every case, connections of any kind with the public sewer shall be made in conformity with chapter 21A of this code and under the supervision of, and in a manner satisfactory to, the director of public works.
