All applications for street occupation permits shall be made to the director of public works, and shall describe the location of the street, parkway or sidewalk proposed to be occupied, the use to be made of same and the length of time of such intended occupation. Such permit shall be issued subject to the conditions of this article upon payment of the fee required to the village; provided, that the applicant has complied with all the provisions of this chapter in connection with such permit.
