§ 9-16 PERMIT RENEWAL PROHIBITED; RESTORATION OF WORK.
   (a)   Any building permit or permit extension issued pursuant to this article that has expired by the terms of § 9-10 hereof shall be deemed void and a nullity and shall not be renewed. Work authorized under any such expired permit shall not be commenced except upon the filing of a new application, payment of a new fee and issuance of a new permit, all in accordance with the provisions of this chapter as they shall exist at the time such new application is filed.
   (b)   Unless a new permit is issued as provided in subsection (a) of this section, any work commenced pursuant to a permit that has expired by the terms of § 9-10 hereof, and the property on which such work is located, shall be restored to a safe, secure, sanitary and nuisance-free condition by the owner immediately upon such permit expiration.
