It is hereby declared unlawful for any person to construct, erect, maintain, enlarge, remodel, alter, repair, raise, lower, underpin, move, wreck or excavate for any building or structure, or any portion thereof, in the village in violation of the provisions of this chapter, or to change the use or occupancy of any such building, structure or portion thereof, unless the building, structure or portion thereof is in full compliance with all the provisions of this chapter for such use or occupancy.
