Only unused, freshly laundered towels, including dry towels, steamed towels or wash cloths, shall be used for each patron. All clean linen shall be kept in a closed cabinet until used. The headrest shall be covered with a freshly laundered towel or fresh paper before using for each patron. In cutting the hair of any person, a freshly laundered towel or fresh paper neck strip shall be placed about the neck so as to prevent the hair cloth from touching the skin.
