The application referred to in the preceding section shall be made in writing and shall set forth the name of the proprietor or owner, the name of the manager and the names of all persons who are employed in such barbershop, together with the location, giving the street and number where such shop is to be operated and maintained. If, upon inspection, it is found that such location is suitable and that the persons to be employed are free from all communicable diseases and that the sanitary regulations provided for in §§ 8-7 to 8-22 can be strictly observed, then the health officer shall issue to such person the permit applied for.
