In any event, any contract or commitment of the playground commission involving an expenditure of more than $100 shall provide, among other items, the following:
(a) That payment shall be made only out of the funds of the commission raised by subscription or otherwise;
(b) That the party to whom payments are to be made shall look only to such funds for payment, and not to the officers or members of the commission, or to the officers of the village individually, or to the village; and
(c) That they are made subject to, and to be governed by the provisions of this article establishing the commission, and the amendments thereto, and the roles of such commission.
