§ 2-136 RULE MAKING POWERS; OTHER POWERS ENUMERATED.
   (a)   The playground commission shall have power to formulate, arrange, change and enforce the rules and regulations for the uses, employment, improvement and disposition of any of the property rights or privileges which such commission may acquire, use, control, possess or establish; may form rules and regulations as to fees, charges and uses thereof; formulate associations of members, classes or other bodies in such manner and form as to the commission may be found appropriate and be by it determined.
   (b)   Such commission may for the purpose hereof acquire by gift, donation, lease, permit, license or otherwise, properties, rights, privileges, uses or franchises, which may be held in its name, or in the name of a trustee for it.
   (c)   It may receive monies contributed for general or special purposes consistent with the purpose for which such commission is hereunder formulated and empowered. It may employ from time to time assistants and employees and provide for their compensation, and may enter into contracts for employment, service, merchandise or other purposes.
