§ 2-119 CREATION; MEMBERSHIP.
   (a)   There is hereby established a plan commission for the village to be known as the "Glencoe plan commission." The Glencoe plan commission shall have all the powers set forth in this division of this code.
   (b)   (1)   The Glencoe plan commission shall consist of the following members:
         A.   A member of the board of trustees of the village appointed by the village president, upon approval of the board of trustees;

         B.   The chief executive of each of the following boards, as ex officio members: Glencoe elementary school district board; Glencoe park recreation district board; and Glencoe library board; provided, however, that, if ever the chief executive of any such board is unable to attend a meeting of the plan commission, that chief executive's designee from such board shall serve on the plan commission in that chief executive's absence;
         C.   Four members from the citizens of the village at large appointed by the village president, upon approval of the board of trustees;
         D.   One member from the zoning board of appeals appointed by the village president, upon approval of the board of trustees; and
         E.   One member from the historic preservation commission appointed by the village president, upon approval of the board of trustees.
      (2)   All members shall be residents of the village. The terms of the members appointed from the zoning board of appeals and historic preservation commission shall be coincident with their respective terms on such bodies. The members appointed at large shall serve from the time of appointment until May 1 following a regular election for the of office of village president. The members now serving shall continue to exercise all the powers and be subject to all the duties of members during the balance of their respective terms of office and until their successors are appointed and qualified. The village president shall have the power to remove any member for cause and after a public hearing. A vacancy that may occur shall be filled for the balance of the unexpired term in the same manner as the original selection or appointment for the remainder of the unexpired term in the same manner as the original selection or appointment. All appointments of successors upon the expiration of any term of any member shall be for the same period of time as the original selection or appointment and until a successor has been appointed and has qualified for office. All members of the plan commission shall serve without compensation.
   (c)   The village president, upon approval of the board of trustees, shall name one at large member of the plan commission as chairperson to preside at all public meetings and hearings and to fulfill the customary functions of that of office, and another member as vice chairperson. The chairperson and vice chairperson may administer oaths. In the absence of the chairperson, the vice chairperson or, in the absence of the vice chairperson, a temporary chairperson designated by the members of the plan commission, shall act as chairperson and shall have all the powers of the chairperson. The vice chairperson shall have such other powers and duties as may from time to time be provided by thee rules of the plan commission.
   (d)   The village manager shall designate a staff secretary of the plan commission, who shall attend all meetings and perform all administrative and recordkeeping duties of the plan commission.
