It shall be the duty of the health officer and his or her duly authorized deputies to execute and enforce all statutes of the state, provisions of this code and other ordinances of the village, and regulations and rules of the board of health, relating to health, and to take such other action as is necessary for the determination of the status of and the promotion and improvement of the public health, not inconsistent with the foregoing statutes, ordinances, rules and regulations. The health officer shall have the power to appoint and remove and to fix the duties of his or her deputies and other employees of the health department, subject to the approval of the village manager.
