It shall be the duty of every member of the department of public safety to report to the director of public safety at such times and places as may be required, at all times to obey the orders and instructions of the director of public safety, and also to deliver to the director of public safety all property seized or found by them immediately after the same shall come into their possession, which property, with the date of delivery and a description of the same, and name of the member, shall be entered in a book to be kept for the purpose by the director of public safety or his or her designee.
