§ 2-87 SAME - POWERS AND DUTIES.
   (a)   The director of public safety shall have charge and control over the department of public safety, and shall be responsible for the faithful and efficient conduct and operation of the department, including police, fire and emergency medical service operations.
   (b)   He or she shall enforce all provisions of this code and other ordinances of the village and all statutes and laws effective in the village; shall appoint the deputy chiefs of public safety; shall preserve order and prevent infractions of the law and arrest violators thereof; shall mitigate the results and render aid in the case of accident or disaster; shall prevent and extinguish accidental or destructive fires; and shall perform such other duties in the preservation of life and property as may be assigned by the village manager; shall be the keeper of the village jail and shall have custody of all persons incarcerated therein; shall have custody of all apparatus and property pertaining to the public safety responsibilities of the department; and shall keep such records and make such reports as may be required by the village manager. He or she shall have the power to appoint and remove non-sworn employees of the department, to adopt rules to govern the operation of the department and the conduct of its members and employees, to determine by rule the title and order or rank of positions within the department, to designate which positions within the department are entry level positions, which are promotional positions and which are duty assignment positions and to fix the duties of all members and employees of the department, all subject to approval of the village manager.

   (c)   In addition, the director of public safety shall have power to assign members of the department, for the purpose of training and improvement in their knowledge and efficiency, to attend training schools and other training facilities outside the village. Members of the department who may be so assigned shall be considered as being on duty in the same manner as though assigned to duty at the village public safety department.
