(a) The purchasing and contracting for goods and services shall be governing by a purchasing policy adopted by the Village Board of Trustees. The purchasing policy shall govern the means of and standards for:
(1) The solicitation of quotes, bids, and proposals;
(2) The selection of responsible bidders and qualified proposers;
(3) The award of contracts to selected bidders and proposers.
(b) The purchasing policy shall conform to, and incorporate by reference, all applicable state laws regarding the procurement of goods and services by the village. The purchasing policy may be amended by resolution of the Village Board of Trustees duly adopted.
