(a) The Director of Finance shall be head of the Department of Finance, and in addition to the duties required by state law he or she shall have the following duties, functions and responsibilities:
(1) Preparation of proposed annual budgets, appropriation ordinances and tax levy ordinances;
(2) Supervision of expenditures;
(3) Maintenance of all financial records of the village;
(4) Centralized purchasing covering all purchases by the village in accordance with the village's purchasing policies;
(5) Preparation of financial reports and statements;
(6) Personnel administration, particularly as it relates to recruitment, position classification and salary administration; and
(7) Billing and collection of bills for water utility use and other services rendered by the village.
(b) The Director of Finance, in performance of his or her duties, shall be subject to the control and direction of the Village Manager. He or she shall perform such other services, within or without the Department of Finance, as may be required by the Village Manager.
