Pursuant to § 3-8-2 of the Illinois Municipal Code and notwithstanding any provision of the village charter of the contrary, the village president and board of trustees shall appoint a street commissioner, who shall hold his or her office for the term of one year from and after the first regular meeting of the board of trustees in the month of May of each year or as soon thereafter as possible and until his or her successor shall be appointed and qualified.
