The board of trustees may, by a majority vote of its members, employ attorneys to conduct all legal matters pertaining to the making of local improvements, the assessment and confirmation of special assessments and the collection of the same and condemnation proceedings. It may also, by majority vote, employ attorneys to assist the village attorney in any legal matter or proceeding, or to conduct any particular legal matter or proceeding.
