§ 2-4 SPECIAL MEETINGS; EMERGENCY MEETINGS.
   (a)   The president or any three members of the board of trustees may call a special meeting of the board of trustees by informing the village clerk, by letter, telephone call or any other means, of the time, place and agenda for the meeting. At least 48 hours before the meeting, the village clerk shall post a public notice of the meeting at the village hall stating the time, place and agenda of the meeting, and shall, by letter, telephone call or any other means, inform the members of the board of trustees who did not call the meeting and all news media which have filed with the village an annual request for notice of such meetings of the contents of the public notice of the meeting and shall make a copy of such notice available to all such news media.

   (b)   The chairperson or any two members of any standing or special committee of the board of trustees may call a special meeting of such committee by informing the village clerk, by letter, telephone call or any other means, of the time, place and agenda for the meeting. At least 48 hours before the meeting, the village clerk shall post a public notice of the meeting at the village hall stating the time, place and agenda of the meeting, and shall, by letter, telephone call or any other means, inform the members of the committee who did not call the meeting and all news media which have filed with the village an annual request for notice of such meetings of the contents of the public notice of the meeting and shall make a copy of such notice available to all such news media.

   (c)   The president or any three members of the board of trustees may call an emergency meeting of the board of trustees by informing the village clerk, by letter telephone call or any other means, of the time, place and agenda for the meeting. As soon as practicable, but in any event prior to the holding of the meeting, the village clerk shall post a public notice of the meeting at the village hall stating the time, place and agenda, and shall, by letter, telephone call or any other means, inform the members of the board who did not call the meeting and all news media which have filed with the village an annual request for notice of such meetings of the contents of the public notice of the meeting and shall make a copy of such notice available to all such news media.
