No money shall be paid out of the treasury of the said corporation, save upon resolution of the council, specifying to whom and upon what account the same is paid, and on order signed by the president and countersigned by the clerk, drawn in pursuance of such resolution, and the clerk shall keep a record of all such orders made, and the treasurer of all orders paid giving date, name of payee, amount and upon what account paid.
