All ordinances, orders, by-laws, and resolutions and proceedings of the council, may be proven by the seal of the corporation and the signature of the clerk, and when printed or published in book or pamphlet form, and purporting to be printed or published by authority of the council, shall be received in evidence in all courts and places without further authentication or proof.
