Instead of a general assessment, the council may adopt the then last assessment, made under the general laws of this state; and the council may direct the clerk to certify general and special assessments to the clerk of the county court of Cook County who shall extend the same upon the town collector's books, and for the collection thereof, the same proceedings shall be had and the same fees allowed, as in the case of state and county taxes; and the town collector and county treasurer shall pay over all money collected thereon to the treasurer of the village.
