To provide for taking enumerations of the inhabitants of said village and at any time to divide the said village into wards, alter the boundaries thereof, and erect additional wards as occasion may require; and where the council so divide the village into wards, the same shall consist of one president and two councilmen for each ward, and the council may at any time divide the village into two or more election districts and establish polling places therein.
