To establish crossings on railroads within the corporate limits and make necessary rules and regulations for keeping the same unobstructed; to regulate the speed that railroad engines and trains may run within the corporate limits and to prevent the obstruction of streets and alleys by the standing of cars upon the same and to require railroad companies to keep their ditches, bridges and crossings within the corporate limits in good condition.
