To license, tax and regulate, auctioneers, peddlers, hawkers, ordinaries, retailers, taverns, brokers, pawn brokers, money changers, hackney, carriages, coaches, omnibusses, wagons, carts and drays and fix the rates to be charged for the carriage of persons and for the wagonage, cartage and drayage of property.
