§ 19. COMPULSION OF PERSONS TO FASTEN HORSES, ETC., STANDING IN STREET, ETC.; PREVENTION OF ABUSE OF ANIMALS, HORSE RACING, ETC. 
   To compel persons to fasten horses, mules and other animals attached to vehicles, while standing upon any road, street, lane, alley or public place or unenclosed lot in said village, and to prevent animals from standing upon the crossings and sidewalks, to prevent the abuse of animals and to prevent horse racing or any immoderate riding or driving, within the limits of said corporation, of horses or other animals.
