To make regulations to prevent the introduction of contagious diseases into the village, and to secure the general health of the inhabitants, to declare what shall be a nuisance and to prevent, abate and remove the same when located in the corporate limits or within one mile thereof and not within the village of Winnetka and to punish the author thereof.
